Why did they do it
Windows 7 is bad in retrospect. The Windows update stack broke easily, it had incomplete UEFI support, still used DVD drives instead of usb installs, no native USB 3 or NVME support. Normies upgraded to Windows 10 in droves.

Only when forced to choose between 10 and 11 did consumers start actively adopting 10. Before that, they tried other tricks. One big way to convert market share was making a deal with china to artifically boost win10 numbers. microsoft had to make promises with the CCP to adopt win10, which in turn let chinese engineers gain access to the DOD cloud services (which microsoft is now being investigated for by the us government). win10 wasnt just bad for the consumer,but it was used a vector to spy on the west for the past 10 years.
