This is a lazy way to comply with the UK regulations.
Before it will be judged discriminatory in some kind and the ofcom requires a better system.
Some adult rated games (or containing some kind of imagery pertaining to naziesque representations for example) are even not listed in Steam at all in Germany.
In France, politicians are happy that porn websites curved in and complied to implement age verification. But the system itself is a joke and is easily bypassed, even with a fake ID card representing Dora the explorer.
