No, dude. There have been like two companies that had the knowledge of how to build optical drives. That information isn't in a book somewhere. Someone isn't just going to spend the next 1-2 decades trying to figure it out. Besides, there's no economic incentive. Streaming services are where the money is made, it's where control is had, they will put you down if you try.

I am not sure about the quality but they are surely rebranded yeah. I used to buy a bunch of DVD (this exact type: https://www.mueller.de/p/mueller-dvd-r-4-7gb-i-120min-16-fache-schreibgeschwindigkeit-25er-pack-IPN2914005/ ) and did write some unimportant data on it two years ago. Last time I checked few months ago, they didn't have bit rot.
