Would it be possible to dual-boot on a locked bootloader on android? Have one partition run a custom ROM and the other one run stock android such that we can install unverified apps on the custom rom but still have access to stock android for banking apps, etc.

you'll still be able to "sideload" apps (why an itoddler term is being used on android suggests to me these hack journalists spend too much time snorting cocaine out of the ass cracks of underage boys), you'll need ID to get signed so playstore protect can approve of it. meanwhile in reality, people have that shit disabled and can still install anything they like.
