OEM markup is insane but it's literally impossible to spend that much on a single 1TB HDD from HP.
At most you would spend a few hundred as a 1 TB HDD is kinda of a niche part, more for replacements rather than a new deployments but not $3500

I could see if this made sense if using some kind of 3rd party procurement that takes advantage of businesses not knowing much of anything outside of the immediate business.

In this case, which is extreme, it's because the computer itself is completely secondary. She has bought the computer for much more than it is worth, and has either overpaid to win a favor with whoever sold it to her, or to pocket a portion of the money herself.
