If Huawei can maintain sideloading, Graphene can too. But it comes down to if Google certifies the devices for SafetyNet. As long as you dont care about SafetyNet for whatever reason (and they'll make it increasingly harder to not care because of clientside attestation even in mobile chrome etc) remember web environment integrity? they shelved it only for desktop chrome. they are pursuing it in android webview and platform integrity.
