90% of the time ffmpeg is a sufficient ffmpeg for audio, otherwise you use sox.

sox is abandonware. sox_ng is trying to maintain "bug fixes". but that's about it.
ffmpeg is in the process of cashing out before the old-time developers fully quit.
librempeg is where both audio filters are getting originally developed, and libav* is properly and actively maintained.
