Literally never if it was well applied. Thermal paste is not meant to stay a fresh paste. It dries after some hours of processor use and becomes a powder.

Here's my adventure with RX580X and MX-4:

>loud af
>warranty sticker, cannot replace paste
>years pass
>2024
>"welp, time for some general maintenance"
>reapply GPU paste
>GPU half as loud
FML.
At that point, my MX-4 tube (20gs, bought in 2015, probably) was itself already almost a decade old, and so it only took half a year for the GPU to be loud again.

I'll probably never find out how it would be with (factory) fresh paste, because that RX580X is about to be retired.

Practically speaking you never need to do this unless you've got decades-old hardware. Even then it may not be necessary.

Every leap year you should remove thermal paste with isopropyl alcohol and put a fres new thermal paste on your component. After this you should clean all contacts iside your computer with DeoxIT.

The paste is probably good. It is more likely that your fans have worn out, or the dust has made the heatsink less efficient.

I can't completely discard "paste" issues after having seen a retarded PC store mount the CPU with a custom product code sticker on it.

Sometimes the cause for overheating will be the thermal paste, if it's low quality. Cheap low quality paste usually starts losing efficiency and thermal properties after around 4 to 5 years. I've seen it happen a few times, usually in no-name Walmart-tier prebuilt PCs and also a couple of old Dells. Good paste lasts basically forever though.

Just check the temp under full load after a fresh application of thermal paste and occasionally retest under the same conditions to check that the temp isn't rising much above your initial value. No need to repaste if it's doing its job, fren.
