How would you tackle this problem with security and privacy in mind?

A website where you can scroll through a whole bunch of shit
But 1 person should be in control of the scrolling and the scrolling should then be replicated on the other people's screen (mobile phones probably)

Person A scrolls, Person B and person C see their page scroll in the exact way.

This should be done with minimal or no external library shit with maximum security
