For all its faults, Windows is pretty great for accessibility stuff like this. You can do almost everything even with a broken mouse.

Microsoft implemented these standards, as did many other software developers, and it’s why almost all DOS era applications have the top menu, press key to open submenu, select and so on. It kind of died with the advent of windowed OS’es, but it’s DNA is absolutely everywhere. I’m sure in the next decade it’ll become less common, as people move away from frameworks like Win32 that implement a lot of it automatically. Web Apps have been a disaster for standardised UIs and accessibility
