it is said that LEDs are more cost efficient than elemental vapour but is this really the case? as far as i understand the real loss in efficiency comes from ballast technology used in these vapour lamps and by physical principle they are literally the most efficient lighting technology in the universe

The main way LEDs reduce energy is outputting less light. I propose we extend this to its logical conclusion, get rid of the lights entirely. If less = more efficient than 0 = infinite efficiency.

No. If you consider the lifetime costs and the replacement/"upgrade" costs vapor lamps are much cheaper.
Even a theoretically optimal LED would take CENTURIES to pay off the cost of tearing down existing functional lights and replacing them.
Also they look much worse, provide less light, blind people and animals, burn out all the time, and constantly flicker.
