This isn't entirely true of Linux, it's more of a middle ground between Windows and Mac because it's ideologically not focusing on backwards compatibility in favor of modernizing the kernel and the libraries. Of course they still have to maintain some compatibility, but installing some old unmaintained package would be a pain because it will come in conflict with the rest of your system, at which point you'll have to manually dockerize it or something of that sort. Windows though? Most of the Windows 95 software still runs, although even Windows started killing off some of the older APIs now.

Nobody has a real interest in making desktop Linux succeed. People who make free software do it out of personal need or interest, which means they're going to make software which is adequate for their own use and that's where they stop. Nobody has a dedicated interest to make desktop Linux for the actual desktop computer users out there, nor does any coordinated group stand to really gain anything from it. Hence there is no real motivation beyond various people and groups tinkering with their own projects and as such the whole thing never quite works fully and completely and it's never quite fully polished or put together properly.
