Yes, if you want to use Gnome. Anyway, I think it's inferior to Debian and Arch. The three mother distros.
For me, I would start with some user-friendly version of Debian or Arch and then move on to one of these two.

Yes. Contrary to the other anon, I'd suggest the KDE version. It's better than GNOME for most people and most use cases.

The only caveat I'll add is that if the PC will mostly be used for gaming then one of the gaming-focused distros (like Bazzite) might be ideal. But honestly gaming works well regardless of distro nowadays, as long as you're using Steam.

The kde version pushes garbage updates at a surprising frequency. I've had more Fedora kde installs than I have had Arch kde installs break. I cannot comment on the Gnome version of Fedora because I don't really get on with Gnome. In terms of just working then you can't go wrong with mint. I gave my Grandad a laptop with the version based on Ubuntu 22.04 and it's still working just fine (it has an uptime of like 2 years because the only time he turns it off is when he forgets to stick it on charge).

Honestly not much, especially on AMD. I use the "deck" version of Bazzite which basically makes the system behave like a Steam Deck, which is great for HTPCs. If you're using the desktop version then I think it's just the immutable version of Fedora with Steam preinstalled and some tools to easily set up some emulation stuff.
