Quite a few people have already written their own imageboards just for fun. The hard part is attracting and maintaining a community.

I can register a domain, point DNS to that domain, set up a server at the domain's IP address, and install the requisite software. I couldn't programme 4chan, but I don't need to because you literally just copy and paste it from somewhere else. To be fair, though, I am much, much more intelligent than most /g/ posters.
