Why do web devs not care about performance?

Every web dev should follow the 14kB rule (because of TCP). The initial load should be 14kB and then lazy load the rest of the content that's below the fold. Why are so few web devs doing that? Users love good performance and that's how you get peak performance. Most software engineers care about performance but web devs seem ok with poor performance. Why are web devs different from other software engineers?

Because they work for the company providing the service, not you.
Offloading as much shit from the server to the client is like Rule #-2 these days.
If it makes the clients mad, so be it - the company requires half as many servers to serve their site.

Stop evangelizing that shit. We don't have even have jobs here, some of us never even worked professionally. And even if we did, that kind of optimization would never fly with management/lead dev or any respectable team. It just doesn't matter. You can get away with a lot.
