Aren't there themes that solve this issue? The default theme for Debian doesn't have it, but I installed the dark Ubuntu (whatever it is) theme and the minimize button popped back up (not a fan)

it's not controlled by the theme. Gnome actually supports setting the window controls to whatever layout you want, but their default experience only has the close one. This https://flathub.org/apps/page.tesk.Refine has a nice drag and drop way to do it but you can do it with dconf too
