To preface, assume I am completely retarded. After buying 3 work laptops over the past 10 years I'm fed up with the garbage. I want to create something future proof and found a lot of the longest lasting laptops of old had a massive amount of modularity not seen in modern builds.
I'm looking for a modern laptop motherboard with a socketed CPU that can be drastically upgraded that way it can be "future proofed" to a greater extent and want to know if I came up with the right board.

I've seen it, it's a really neat product. What kills it for me is the lack of a CPU socket. It's been my bottleneck on nearly every PC Storage is cheap, RAM is limited put replicable. Every board on the market is soldered. Unless your a hardware engineer there is no upgrading it period. You need a whole new board and at that point, most people buy a new laptop.

To put it into perspective:

Made in 2013 (12 years)
4th gen Haswell sockets top at a i7-4910MQ
Currently a mid range CPU, which still runs windows 10 well.

An AM5 socket means when the Ryzen 7 9800X3D eventually drops down in price and even better CPU's come out I can just swap them in. Removing that bottle neck and potentially making the RAM the limiting factor.
The only downside I could see was the 65W TDP draw. Which could potentially limit the range of future CPU's the board might see.
Outside of that I can choose my own battery type and screen. All of which I'd maximize modularity with.

It's all relative. Eventually CPU prices will drop and it will end up on the chopping block like every other "gaming performance" CPU before it. The end result is that it's fairly fast. I'm talking 40 FPS at native to 130+ with both. The latency isn't even bad, and the visuals are only noticeably degraded by DLSS's upscaling. The AI fake frames I haven't been able to notice even pixel peeping.

DLSS is only good if the game heavily relies on TAA and the devs did not even attempt to try with their native TAA method. This is common for Unreal Engine 5 titles and developers.

Framegen is bad no matter what. The latency can be mitigated somewhat but you can never get around the artifacts and additional overhead. AI can be good in some scenarios like CPU prefetch does a lot of black magic in huge datasets but in random scenarios / fast movements you encounter lots of cache misses and that hurts prefetch and AI.

Sometimes when resuming from suspend or restarting the PC won't boot properly and just stay on a black screen while turned on, so far its been easily fixable by just holding the power button. Assuming you're asking for a cheap whole build and are in the united states, used Z690 board, 12600k(12600 is safe to buy used)/13600k/14600k, and an also used 2070. Alternatively you could do a 12/13100 or 12400 to save a bit, regardless if you're trying to be cheap lga 1700 with a used board is probably the best bet. There are cheaper gpus but it's kind of hard to recommend anything second hand outside of the RTX 2000 cards with current prices.
Used whole builds with am4 might also be worth it if you find something good locally. Ideally they would be x3d

This would leave you $200/$300 so you would have a bit of freedom on everything else.

I hate how even the micro ATX cases are so huge.

And the smaller ones all have interface at the bottom. You cannot even put it down below the table, because my in ear cables are not long enough.
There is only literally the Asus Prime AP201 with the interface being located at the upper half.

However the case is rather long/deep.

Maybe I go for a cheap ass case on Amazon like the GAMDIAS Talos E3 Mesh, compact enough to be put on the table side ways and also fits below the desk.
Plus it can fit an ATX board.

The 5090 has a massive chip; disabling half of its memory channels would still give you a 16GB config.
GB202 (5090's chip design) is the only pure desktop/server PCIe-based GPU.
Everything below it is designed to work on laptops; this partly explains the big performance gap between the 5090 & 5080.

I dont think the performance difference warrants the price difference for the 9700x for your use case. For storage I'm running 10TB in various SSD's and it's been enough. I don't hoard much video though, just keep all my games installed.
