Absolutely true but that's due to "democratization" of software development so even people on the left side of the bell curve can "contribute" along with the "move fast and break things" management philosophy that priorities cranking out crap rapidly over building anything of quality.
Back in the 80s, a programmer wrote a Chess game, complete with a decent AI, in 672 bytes. Not 672 megs or even 672K, 672 bytes. If developers of that level still exist, they're unappreciated and stuck in a corner somewhere working on CSS bugs in some rando company's website.
Decent to excellent software development can happen but it requires strict controls over who gets to do the development, dedication to isolating them from bike shedding bosses, and a willingness to be patient. MBAbros believe first mover advantage trumps everything so that last part ends up being nearly impossible.

Regressed, not stagnated. You can tell because people like OP keep posting the Windows 9X UI as an example of what good tech is. I was actually alive for back when people still daily drove 9X, in its day people thought it looked ugly compared to what Mac OS had (even pre-Mac OS X) but put up with it anyway because of software compatibility and not wanting to be price gouged by Apple. Now in our brave new world, the post-Windows 8 UI's are so ass that the old gray boxes of Windows 9X look good to us.

Why has UI regressed so much? Because you will buy the computer anyway because you need it, so why put in the time and money to develop a good looking and easy to use interface when people are fine with looking at shit that 20 years ago would barely pass for placeholders?

I'm more mad about what they've done with Microsoft Outlook or whatever it's called now after the Office 365 rebrand simply because I'm stuck with it for work and can't modify it so I'm just stuck with its awful interface. The old icons were already not great, but the new icons are just lines and occasionally there's a bit of color. And in some cases you have to stare at them a bit to figure out what the skeuomorph is because everything is just boxes. They might as well have used kanji for the icons because the result would have been similar. They really don't teach you shit at graphic design school anymore, or maybe they just teach you to implement whatever stupid idea comes to you first which is why we get all these useless UI's that try to look sleek but are borderline unusable.
