Sounds very niche, your basic run of the mill modern Ryzen 7 an Ryzen 9 iGPU is enough to run even most triple gAAAy slop at 60fps no problem and with a very low power consumption meaning you don't need to flip the bill for a high end PSU either.

my expectation was that the 70 watt limit was so the card could be powered solely through the pci slot.
iirc nvidia wanted to do something similar to target server hardware without the need for extra cables.
