Use scoop to install your programs, it's cleaner, you can even use it to install winget. Then if the programs don't exist in scoop, use winget. If that's Win10 ltsc 2021, its recovery partition is still the default size - some updates required people to increase its size.

How the fuck do I make it so that if for example my mouse doesn't move for an hour it automatically fully shuts down my PC? After having the browser open for a while with a lot of tabs open, it will begin to become unstable with some actions, such as the page refeshing, navigating to a new page or tab, opening a new tab, closing one, etc will become delayed. This SOUNDS like just high memory/RAM usage or a memory leak, but

- It oddly does not impact not only other applications, but not even private/incognito windows of the same browser: Those will still be perfectly responsive until/unless it independently happens to the private "session" too if it's left open with tons and tons of tabs. Otherwise it functions fine indefinitely even as the non-private windows buckle

- It does NOT seem to happen to my laptop with only 16gb of RAM, only my laptops with 64gb and 96gb. This made me think that perhaps the lower memory/RAM capacity was avoiding it because the browser was forced to auto-hibernate tabs to avoid crashes and maxing out the system memory, but the issue continues to happen on my 96gb laptop even as it's not close to it's total RAM usage and even as I installed an extension which automatically suspends unused tabs.

Anybody got an idea of what's going on here, or what I could do to try to narrow the problem down further?

It's not copypasted, it's a 1:1 clone including the EFI and Recovery partitions. I've been fucking around with bcdboot in the meantime and now technically have a dual boot setup, the one on the USB drive is just completely nonfunctional (0xc000001). At this point it's probably more a matter of fucking around and trying to repair the install on the drive, but I'm not really sure it's worth the effort since I was pretty much just trying to recover some browser tabs and other small things.

No it would only allow you to access the connected drives, not the actual install itself. HirenBootCD is basically just a WIndowsPE live environment that comes with a bunch of programs for all sorts of situations while also letting you access any connected drive in the current PC (at least if they aren't encrypted.)

The script suite MAS is all you need. Firstly use it to change your install's edition to Enterprise. You'll then need to re-activate it, which you can then use MAS's HWID module to do that. Then use the TSforge module to activate the ESU licenses. This makes it that you can get monthly updates on 10 for another three years.
Just run the irm command in the OP in an admin powershell and you'll be golden.

Use slmgr in an admin command prompt. The command "slmgr /xpr" will show your active licenses. You should have your install license and four ESU licenses, all saying they're permanently activated.

If you ran the privacy toggle in WinUtil and set up TinyWall to block everything by default besides what you let through then yes it's the most private an 11 install can be. You are using a local account, yes? Using an MS account is the biggest way MS tracks what you're doing. Also make sure to disable cloud protection and auto sample submission within Defender's settings.

I have parents who have w10pro on their computer, and both of them use it frequently for work and personal things. Their computer has a lot of files and software that they regularly access.
I'm also on w10 but I'm still debating whether to finally move to Linux or continue with w10.
Can telemetry be easily disabled (as much as privacy-intrusive shit can be disabled with Microsoft products at least) on LTSC and the ESU thing?

Prebuilts/laptops often come with a lot of OEM bloatware so that might be part of the problem. In any case a clean install never hurts. Just keep in mind that with laptops you often need to manually get drivers for either your touchpad or your Wi-Fi after a clean install

Never install a custom ISO. There's no guarantee there isn't any malware in it. Customizing an ISO yourself is fine, but you shouldn't download an ISO customized by someone else
Also, always check the SHA-256 of the ISO you downloaded. I even went as far as to make a Microsoft account just so I can check LTSC hashes on Microsoft's official website (even if you can't download LTSC ISOs from them, you can still check hashes)

Non-Home GAC 10 with the ESU licenses lasts until late 2028, which is LTSC's EoL. IoT LTSC's lasts until 2032, but you'd need to either clean install it or in-place to it in a hacky way. And yes it can, LTSC is just Enterprise with a different license and the ESU are just licenses that let your PC get monthly updates past October.

For debloating, check out chris titus' winutil. We don't really need it here because we use iot ltsc, but since it's your dad's laptop, it's a good tool to use to debloat. Also check out O&O shutup10, the recommended settings are great, and it's what everyone uses anyways.

If task manager or some other program doesn't immediately close and I have the opportunity to cancel the shut down on the "shut down anyway" screen then it does not shut down and remains functional, usually for quite a while.

I can't be dealing with fixing the problem, thing is about a decade old as it is, so I am asking if anyone knows of a program that windows specifically will not close during shutdown without pressing "shut down anyway" while I delay purchasing a replacement to cause a hang on that screen and allow me to abort the shut down.

Offline tweaks done to an ISO straight up just means that the tweaks are there the moment you install it. You can use answer files like the ones generated by https://schneegans.de/windows/unattend-generator/ to make a clean ISO automatically do things during install.
