Buy a cheap 7500f or 8400f build with a b580 and B650m, 32 GB RAM.
Use a non self destroying M.2 SSD for boot and the largest HDD you can get your hands on.
Buy a cheap chink case, if you dislike, buy artix fans to replace the chink ones.
Don't cheap out on the PSU, buy a 650w thermallake or the like if you want a budget but avoid lesser PSUs.
Buy a good 1080p monitor or a sufficient 2K monitor if you like
Generally avoid Intel CPUs since i don't trust them not to burn themselves or be a good deal Compared to AMD

The current based combination to go for is Ryzen + NVIDIA.

For most use cases, a 4 core ~3ghz CPU (I recommend coolers that are 150%of TDP), 32 GB of dual channel RAM, and 1 TB (total) storage(more if video editing), and a fairly powerful graphics card (if playing the latest, or demanding games) is all you really need
If you want to cheap on a boot drive *nix/BSD should fit comfortably in 32GB, 64 if feeling fancy (do not use flash drives/sd cards/similar as they are slow and ripping it out will probably crash your computer)
Having an HDD boot drive is shooting yourself in the foot for boot times, largely for no reason
If you are just using this as what amounts to an office/internet PC, you can skimp ALOT on the above specs, but I wouldn't go below 2C/4T 3ghz, 8gb RAM
For modern AAAAAA gaming probably double the top

The order of buying should look something like
Case>motherboard AND CPU(check the sockets for both>RAM(same DDR, ideally motherboard "approved" timings)>everything else

I would also recommend against liquid cooling if your CPU is not a space heater, as the heatsink can still allow your computer to limp if the fan dies
