Rufus has way more features. It can convert many CD only images to be bootable as USB, or format a drive over 32 GB as FAT32. Etcher isn't much more than a GUI version of "dd if=image.bin of=/dev/sdb". I'll still recommend Etcher to newbies though since it's simpler to use.

Also I haven't benchmarked Etcher but Rufus writes images faster than Win32diskimager.

For UEFI installs, putting a Windows iso onto a USB is as simple as formatting the USB as exFAT and dragging all the files out of the iso onto it. The UEFI firmware just looks for a FAT/FAT32/exFAT filesystem with a "boot" folder with a usable executable in it. It's BIOS/CSM that needs all kinds of weird fuckery to make a bootable USB for.

Whenever I use Rufus to create Fedora media (or a derivative like Bazzite), the media self-check at boot always fails. Tried both hybrid and DD modes.
Honestly I just skip the check and use the media anyway, and everything works fine. But it does suggest that Rufus is molesting the image in some way rather than just writing it as-is, which isn't ideal. Or maybe I should be blaming Windows instead?
