It really does feel like a stepping stone on the way to a foldable iPhone. Apple probably doesn't want a foldable that is so thick that it can't pass as an iPhone Pro when in folded mode. They probably couldn't solve some of the other engineering challenges though so they just released this as they know people will buy it anyway because it's Apple.

That said, even a fold won't cannibalize ipads much. Ipads mostly sell due to retardation (including being used by small retarded kids), generally just having a extra device with another better battery, because they have much better perf/$ compared to iphones, and for use with a pen for some artfags.
