The backend is most likely still in Java and it makes a lot of sense to move whatever frontend was in Java (probably JSP or JSF) to something like React + Typescript. That move would be very reasonable and is very common. That backend in probably in Spring MVC and is being moved to Springboot. If they're moving also the backend to JS or TS, they're not doing a good job. Any refactor takes a cost so those kinds of issues happen. It's not easy at all to do such an upgrade.
