AV1 adoption would be more widespread if youtube, the biggest site that uses it, didn't restrict it to only big channels and highly viewed videos, shafting everyone else with avc and vp9.

Yeah, right, like WebM of 2010—2011 was dead and buried when VP9 was released in 2013.

Oh wait, that never happened.

What would REALLY happen now is perhaps the introduction of the new image item type (av02) and the new configuration property (av2C) in AVIF, both backwards incompatible for sure.
