The main issue is that RDNA 4 is entirely missing from ROCm right now even with 7.0 out but there's way too many things going on in AMD to even bet that that will come out in a timely fashion within the next 6 months. Yeah, you can get Pytorch working on Windows compiling it yourself and searching Github for people who have done it but it's honestly so spotty that I don't know if you want to beta test it before everything is out. I sooner call Intel a real competitor over AMD with how bad the software has been, they actually at least have Windows and Pytorch official support and made the right choices to not need to rearchitecture their compute stack time and time again with oneAPI.
Oh and also, just to say with RDNA 2, it is missing matrix multiplication hardware even if it has the V_DOT2_* ISA instructions for matrix multiplication baked in and these are for the higher precision stuff like FP16 and FP32. So even with the prices for something like a V620 being relatively cheap with 32GB of VRAM, with the bad software support with ROCm and Linux only, I dunno if you can really take a gamble on them even despite being able to get a lot of VRAM for cheap. And MI25/50/60 is on its way to becoming deprecated.
