The Windows features program does indeed uninstall files from the feature you chose, like Windows Sanbox or virtualization tools, so Recall files get removed from the machine. but if you want to make sure and double check you can always use DISM
dism /online /Disable-Feature /FeatureName:"Recall"
if you want deep cleaning tool, just use WinUtil, but I'd recommend to first uninstall all the stuff you can (apps, startup processes, privacy toggles) manually before you decide to start tinkering with debloaters, sometimes people don't really need to go that far to feel comfortable
I would recommend against using more than 1 deblaoters because one is enough to make irreversible changes that in the case of something breaking, you won't be able to fix it, mixing 2 tools would make things even more complicated
if you want to use Talon then stick with it, WinUtil already has some options to disable apps that MS might want to install, but keep in mind that there are apps that Windows labels as "System apps" which are enforced even in LTSC editions, so they might be unavoidable like Windows Backup unless you brute force remove them (which to be honest it's often not necessary unless you're super picky)
Another less deep but more friendly options is ShutUp10, which has an option to prevent Windows to update apps. It's a popular tool but it's closed source if that gives you the ick
