How do I learn to program modern software and games for hardware that lacks programmable shaders, with only 32mb of ram, a single core running at 299mhz and only access to game files at a 5mb/s speed?

does said machine still have access to fixed function pipelines on GPUs, or are we talking CPU graphics only?

by modern games, do you mean you want to have features like PBR materials, facial animation, hair, oceans, particles, open world, thousands of rigged meshes?

in any case, the first step is always getting a spinning textured cube on the screen and figuring out how many FPS you are getting at your target resolution
