You lose around 2~3% performance on average if the video card drops down to Gen 4 x16, not a big deal.

Components look fine; you can drop down to a B850 or B650 motherboard if you don't have specific needs for an X870 board.
Get the Peerless Assassin V3 or the Phantom Spirit.
Peerless Assassin V3 has newer fans that push the same amount of air @ lower noise levels.
Phantom Spirit has an extra heat pipe; either will cool the 9800X3D just fine.

Honestly these days €1000 isn't going to get you a proper "gaming laptop". You'd be looking at a 4050/5050 on the GPU side, maybe a 4060 tops if you catch a sale. Of course that's still plenty for light gaming like Esports just don't expect to max out UE5lop.
For specific models I can't really help you. There's too many and the stuff that actually makes a laptop good or not isn't on the spec sheet so you'll have to find reviews of the model(s) in question. I'd say to start by going to your country's main electronics retailer and filtering by price+specs to narrow it down. Pick five models that look good on paper and read a review for each. Pay attention to build quality, cooling, and ergonomics. Especially cooling because that basically determines performance in mobile; if the GPU is locked at 40W it won't perform as well as the benchmarks suggest.

lately I’ve been having an issue with my motherboard. As soon as I power on the PC, the red "CPU" LED stays on. I tried a few things including a bios update and swapping cables, but it’s still on no matter what. MSI are the least shitty and overpriced with the second-lest shit bios drivers. ASUS are the "premium" choice, but i use that term very loosely.

Flashing bios remains a mystical artform for MSI mobos, i used 4 different flash drives before 1 worked, all were 32gigs, and the one that came with my motherboard wasn't the one that worked (a dodgy Sandisc one with overheating problems proved to be the winner, VERY stressful flashing).
