It was just social engineering.
Clippy already had data of expected behavior from the user, it was very well made...abit too well made that it became intrusive and annoying.
It never shared data with Microsoft so it was just an annoyance.

Kinda funny that Windows 11 and 10 have Cortana which ironically enough is everything people pretended Clippy was.
