It should be illegal for a private camera to point anything but what the person privately owns, and for public cameras to point to anything that isn't public.
Private companies putting up cameras in public space without the public's consent are subject to corrective removal.
If there's a push for public surveillance, it should be through the public, not a shady deals with "businesses" specializing in privatized stalking.
