this is not a problem that happens all the time but it definitely happens sometimes. i just tested in FF / chrome with new windows and CTRL+SHIFT+T reopens the last closed windows

The default behavior for everyone else is that ctrl+shift+T re-opens the last closed tab in the current window, while ctrl+shift+N re-opens the last closed window. I am testing it right now and the video you recorded is a lie. Default firefox esr on debian.
