Yeah he was pretty obviously just fucking with google by manufacturing a news cycle about how they were killing adblockers before adding the functionality anyways. He was pretty explicit about some of that. Like google's supposed motivation for mv3 was about performance and privacy, so he was like "let's implement ub0l in a maximally performant and private way". Naturally he ended up adding the features that require (marginally) hurting performance and notional privacy eventually because they were retarded self imposed limits, but they did have a basis in something external. Didn't know about the twitch things, that's a bit gay.
