Windows are meant to simulate papers on a physical desktop. Pages don't have their titles at the bottom, and you don't read pages from bottom to top.
So what if the title bar was on the bottom? It'd have been less analogous to a familiar real-world scenario, wouldn't have been as intuitive, and maybe wouldn't have caught on at all.

Often I find I have to move my mouse a long distance to reach the title bar often in inconvenient directions, which is totally inefficient.
So why not just make it a circle around the window? That way, I have more directions to choose in order to hit the title bar if I'm inside the window, and if I'm outside all distances towards the title bar will be shorter.
