You can make KDE Plasma look like that. Kvantum allows for application styling too. Check out KDE Store / pling for themes. Irixium, Commonality, Commonality Sol

windowmaker looks good in screenshots but feels like ass to use. The dockapps are cool for a few days then their novelty dies off as the rest of the desktop feels like ass to use with the separated dockapps/window buttons/pager system. This was always the issue with Linux im the first place: everything is frankenstein'd together. It is still a huge problem. If it's not the widget sets then it's the fonts...
If you take a look at Irix for example, it only uses motif and it's beautiful (to some) but at least it's consistent.

nscde and windowmaker are too different compared to modern DE that makes it hard to use on a daily bases if you haven't grown up using it
though real retro elitist don't need an X or wayland server. Who needs videos when you can just watch the telly ? Who needs compatibility with government services when you can just show up in person ? X and wayland are just readily available slavery
