Why hasn't he released a version of SteamOS that runs on generic desktop PCs yet? He has the perfect opportunity right now to kill Windows once and for all, now that Microsoft is forcing people off Windows 10 and everyone is desperately looking for an alternative. SteamOS is the only Linux distro polished enough and easy enough to install that the average normie gamer can do it. He's missing a golden opportunity.

Valve, for all their money, does not have the staff count to handle a dedicated OS across heterogenous hardware configurations.To do so costs money, doesn't really make money since they provide steam on Windows, Linux and MacOS already and it basically just works everywhere on Linux.There's little upside to Gabe & co to take laptop and desktop marketshare.
