Why is WEBP sometimes able to achieve more than 20-30% lower file size compared to JPG in photographic images?

When aiming for an SS2 of 60/medium quality of picrel, WEBP does this at ~80KB but JPG requires ~200KB which means the former is achieving ~60% lower file size. It doesn't make any sense because VP8 is optimized for cartoons with large flat surfaces with few colors, right?

Or I guess another way to put it is: What makes picrel cursed for JPG?

Here's the ~200KB JPG. I was expecting the WEBP was going to knock off 10, maybe 20KB from the file size, not 100+ KB.
