Non-ironically, Google has been working on webium. You can test it on Chrome Canary, which essentially is them rewriting the whole interface in web-ui elements.

Now, they might not make it easy for users to customize it on Chrome itself, but if they build it like this, I assume any chromium fork could very easily expose that part of the interface to the user and make super simple to customize.

I still want to do it because they look really nice, but they might interfere with my own changes & extensions.
