Non-ironically, Google has been working on webium. You can test it on Chrome Canary, which essentially is them rewriting the whole interface in web-ui elements.

It's essentially them rebuilding the interface FOR Chrome in a similar way to how the Firefox interface works. Now, they might not make it easy for users to customize it on Chrome itself, but if they build it like this, I assume any chromium fork could very easily expose that part of the interface to the user and make super simple to customize.

That is one of my worries. I will admit I haven't done much userChrome.css tinkering so far, least of all install those broad themes like in the OP link. I still want to do it because they look really nice, but they might interfere with my own changes & extensions. For example, I use this because I want it to be glaringly obvious when I'm in private mode: https://addons.mozilla.org/en-US/firefox/addon/purple-private-windows/
