Can I install Linux on my computer as a secondary OS, and gradually make the move over? I assume I'd need a new partition on the primary HDD, then configure the boot sequence to prompt me at every restart. Linux could then access the additional storage drives for file access, then for anything I can't do on Linux, I can reboot back into Windows, complete task, then back to Linux.

Yes, do this, I did the same over a year ago and never regretted it. I still keep the Windows partition, but hardly ever boot into it nowadays. And as the other anon suggested, I'd pick Mint (again) as your first distribution (and likely last, because it just works).

You just enter drive management in Windows, shrink your Windows partition as much as you're comfortable with (at least by 50 GB though, ideally by 100 GB), then boot into live session of Mint and durring installation, the installer will give you an option to install Mint into the unoccupied disk space with no partition and modify the boot sequence to let you choose the OS on every launch. It's foolproof.
