By definition of telemetry and crash reporting, windows xp has event viewer and logs just like any new version of windows has it. And windows should be the least of your worries anyway, every single program you use has it's own telemetry that it sends to it's own creator so he can fix bugs and see what features the users prefer. Telemetry does not mean some cia glowey having access to your webcam and looking at you 24/7, it means shit like reporting crash reports saying what click caused what crash due to what likely reason, reporting what features are oppened and clicked on the most, and all this data is anonymous and mixed up so the company doesn't have any liability for it and won't get sued.
