Why is PC gaming so shit?
I bought a used and old PC but with good hardware.

>Intel Xeon X-5450 3GHz
>16 GB of Ram
But almost everything runs like shit.

My system requirements are more than good.
>Fallout 4 always has bad framerate, and it took me a lot of tinkering to make the screen fit the monitor but it looks stretched and ugly.
I meet the minimum system requirements.
>Outlast is mostly good but it could be better.
Meanwhile I played VtMB and COD1 without any problems on a PC without a GPU.
I spend as much time looking for fixes online and trying them as the time I spend gaming.
Would installing Linux solve anything? Would my situation improve if I replace the CPU with an Intel Core i5-2400 3.1GHz
Also it constantly gets disconnected from the internet.

You'd be hunting for another motherboard because that doesn't use the same socket as a Xeon 5450. Even if you did upgrade, your computer would still be woefully obsolete.

I play games even more ancient than that cpu and they play like shit so it can't be about performance. With cod 2 I sometimes tinker with the graphics settings and for a while it gets better but when the next level starts it ends up being shit again.
Also I have an ATI HD4350 1GB but this would probably be a downgrade.

Either modify your bios image or boot windows10/linux. Linux definitely applies new microcodes and enables your cpu to run at full speed but I think windows 10 does it too

Do you know if you've got an SSD or a hard drive? Windows 10 is cruel to mechanical hard drives.
An SSD would be the most significant and worthwhile hardware upgrade you could make.
Switching to Linux or Windows 7 would net you a lot of extra overhead for better performance.
