Follow the MAS guide. You need to delete the DWORD DisableOneSettingsDownloads (which ShutUp10 adds as a recommended toggle) and make sure you have the DWORD EnableActiveProbing set to 1. The guide says where they are in the registry.

I'd try a dism/sfc run first and restarting. If that doesn't do anything then maybe try stopping and restarting the Windows Update services (wuauserv, cryptSvc, bits, msiserver) and restart again. If that doesn't work, maybe try repair upgrading.
