Most they can do is enhance the contrast of the palette you already have. If you're only seeing yellow-blue, you'll only see more shades of yellow and blue, if it does it's job at all, and that at the expense of having to re-wire your understanding of the colors you're already familiar with.

what they do is filter out the wavelength that your eyes are not good at dealing with. this image is close enough to explain it, but the cone is not usually "shifted" towards the other, just reduced in sensitivity. they'll make you pass the Ishihara test, but won't make you see wavelengths you can't see.
