because third worlders are ruining websites for everybody. I can give a couple examples of this that have forced my hand into making rules for specific ASNs / IP ranges, and even Countries in some cases to protect sites(50k+ UV daily, not some tiny blogs) that I operate both for personal use and for clients.
ex 1: randomized search requests to generate high load on one clients site, all coming from a specific ASN, the usual suspects being HostRoyale, m247, OVH, or PoneyTelecom. Solution? Force them to submit a challenge or captcha to enter the site.
ex 2: Thousands of unique IP's from Brazil with randomized identifiers doing GET requests on /category/page/[4 digit page number] to increase and DDoS the server, only solution was to force the entire Country to use a captcha to access the site. Same solution as 1. A few other egregious networks I've outright blocked entirely.

Really makes you think why they don't throttle the IP addresses they suspect are "abusive" or time out after too many requests.
