But when it's resting on the ground, there is a circuit that lets current flow from one battery pack to the other.

Why doesn't it just pull from all batteries equally during flight? Clearly the circuitry is there since it can balance the batteries when landed.
Is it a weight-saving measure since perhaps the balancing wires are too small of a gauge for flight load?

But then, why didn't they just make the front batteries smaller and the rear batteries bigger, since they already know that the expectation is that the rear batteries will drain faster?
