no, every time you install from an ISO, it downloads new packages from the internet
it doesn't retrieve packages from the ISO like windows does
and it's even more true when the ISO is small around 200MB, which shows the ISO is only a way for you to boot into an OS that runs in the memory which doesn't occupy your harddrive, which wouldn't tamper if you override the OS in your harddrive
