Depends what your app is and what you're trying to do.
Alarms still work to run background tasks on set times. You could set those up to ensure the app is still running in the background, and if the activity has bee unloaded, restart it and have it continue running.

This is mostly a samsung problem isn't it? Every other one I've tried just works if you grant it the permission.
