Nope that was an Idea back in windows 10 to convert apks to uwp.
If you mean WSA.
I don't know what happened to it, there was probally no reason to run android software on Windows.

Well, the machines they are getting rid of are old Core2Duo e-waste or failing Intel builds with 1st-5th gen chipset in dire need of maintenance/servicing, while Android devices present easy and practical convenience up to a point.

Windows 11 is irrelevant.
