It's only local if you didn't look at the options to run it off a server. Personally I run mine off a webdav location and it's regularly backed up to an off-site location.

Vaultwarden is pretty good it syncs between clients so you can still use it offline, although you'd have to self-host it alongside nginx proxy manager though but it's probably the best solution you can have that just works
