create a simple bash/python/perl/whatever script that handles options, for making entries; chroot into tmpfs mounted with noswap -> vim entry_name -> encrypt with gpg -> upload to central server. it should take less than an hour. btw you can just use dig or veracrypt if you support fuse

Use it with Dropbox and it even has encryption, which means dropbox is literally holding gobledy-gook trash until it gets decrypted.

What, you need more?

Alternatively just use vscode and make your own markdown files and log it with git and decrypt it locally yourself with a script.

make a script that uses your gpg key to encrypt whatever notes you want and one to decrypt it and just rsync the folder with all your notes to a server
